Upgrade Beam + runner versions

Depends on !187 (merged).

We would like to use the same Beam version for both Flink and Samza. Furthermore, preferably Samza 1.5 is used and the Flink version matches the one used in #302 (closed).

Yes, Going through the gradle libs: Samza Runner 2.22 uses Samza 1.3.0

This can be faster checked using maven

Select runner version and then watch which samza api is been used.
