Publish Helm Chart in a Helm repository

Depends on the Helm chart to ready !60 (merged).

It looks like that we only need to provide an index.yaml file somewhere; maybe along with the packaged Helm chart. Ideally, we could like from the index.yaml file to the GitHub release

The initial experiments show that something like this is possible:

    - https://github.com/cau-se/theodolite/releases/download/<...>/<...>.tgz

So when performing a release, only the index.yaml has to be updated. We could provide a script, which is doing this for us.
