Introduce a Theodolite operator

This MR covers:

• Introduce a operator #88 (closed)
• load config from CRD, closes #137 (closed)

TODOS:

• make CRDs typed moved to-> #190 (closed)
• test everything in SE cluster
• clean up
• enhance the logic of the operator:
  • onAdd -> add resources to a queue
  • onUpdate -> stop execution and restart with the updated version
  • onDelete -> stop current execution
