Fix small bugs

Fix 2 bugs:

• Handle empty list of configuration overrides
• Fix error from additional shutdown call during exitprocess(0)

added Bug Master Project 20/21 Theodolite Kotlin To Do modul/theodolite labels

changed target branch from master to theodolite-kotlin

This means that the List<ConfigurationOverride?> may contain nulls, right? Why is this required? For Json serialization?
