Draft: Add Scotty Window Processing to UC3 and allow arbitrary window configuration

Add the scotty sliding window processing to UC3. Further allow to switch with a configuration option between kafka streams window aggregation and scotty window aggregation. Add the possibility to configure the window time and advance time with the ISO-8601 standard, that allow different values than days.
