Auto build and deploy theodolite

Automated CI docker deployment on tagged commits. Solves #94 (closed).

Open problems:

  • theodolite docker images is hosted on bvonheid dockerhub. https://hub.docker.com/r/bvonheid/theodolite => @she will take care
  • Cannot exclude the readme if the rules keyword is used without explicit list every file that is important for the deployment. => that's fine
